How can configure the CPU speed display on the PC tower?

Have you or anyone else come across an article on how to configure the CPU speed display on a AT tower? This particular one is stumping since it was before the time I started learning how to do-it-myself. It has a bunch of jumpers that has no way of solving with my common-sense. Can anyone help me out over here?
