Static Internet IP and sharing a LAN

Our office has been assigned a static ip address (for the internet). We were hoping to be able to share the connection (with Win 98se ICS). We can get it to work when first set up; however, rebooting the "server" disables our internet connection and we have to uninstall and reinstall ICS.
I haven't been able to find any information on setting up ICS with a static internet IP. Has anyone got this to work or have seen any instruction on it? Are there any other programs that would work?

Even though the ISP has assigned a static IP, try setting the ICS host to get it’s IP for the instance of TCP/IP bound to the adapter going to the MODEM automatically. Then Start, Run, enter winipcfg, select the adapter going to the MODEM, and release and renew the IP. If it doesn’t release and renew, go back to the static IP and please come back. Larry
