Connection won't share with others

I have a Starband connection that can't use ICS, but so far it's working. I have a connection and I am in my own newtwork neighborhood.
Perviously all computers were connected to a dialup host. I had it set up to use the Starband IPS, so I could make a smoothe transition when it came time. Just pull the dial up cable out and stick the starband cable in. But it isn't going so smoothly.
Nobody can share my connection. Nobody can see me in the network neighborhood, it's a rare situaiton when anybody can find anybody else in the network neighhood, but the conneciton still works.
Computer one is 98SE.
Computers two and three are Windows XP Pro.
The Starband host computer is Windows ME.
What should I do to make these other computers accept the starband satellite connection?

I don’t have Starband. I would use Start, Settings, control Panel, Add/Remove Software, Communications to uninstall and reinstall ICS. I would also be sure that nothing remains in Control Panel, Network from your old Internet connection before doing it. The host computer was recently reimaged. When I swith the network host from dialup to satellite I have the client machine with XP to run through the wizard again. Still, it will not recognize the new host. None of them will. Ssomebody said I needed a router. Idnt that for security alone?
What will Win Proxy do? The site says everything has to be working before Win Proxy will work. It doesn't do magic, does it?

It's not that ICS won't work, it's that the starband computer modem cards do not work with ICS. So I can't make a disk to share woth others.
Let me see if I can explain this better:
I have 5 computers (XP and SE).
One has a model and dials up
One has a satellite modem and connects by satellite.
I want to have the computers (all except the one on dialup) share the satellite connection, not the dial up.
They network just fine on dialup, but when I pull out the dialup ethernet cable out of the hub and stick in the satellite ethernet cable, the internet connection does not transfer.
In preperation, I gave the dail up the same IP and settings as the satellite computer, so I expected a smooth transer. No such luck.
Ideally, (after I first get them to accept the satellite connection) I want to be able to switch back and forth by pulling out one cable and sticking in the other to get them to switch between sharing a dual up and a satellite connection. Am I dreaming?
Why do I want to do this? Because so far I have not been able to get Porivo to recognize a shared satellite connection. Porivo helps pay my mortgage, so I want to run it on all 5 computer at least all night on dialup, then switch back to satelllite during the day and let it run on two computers.
I guess I have champaign dreams and a kool-aid knowledge base.
