internet option missing

I have set up a small LAN and sharing internet using modem. Everything is working: sharing files, printer, ICS,... I'm using SyGate 4.0. But I just noted my internet options is missing in Control Panel?? I tried to go to IE and select Tools -> Internet Options. This is what I got:

This operation has been cancelled due to restrictions in effect on this computer. Please Contact your system administrator.

I tried to unistall Sygate 4.0, but still have this error. Does any one have this error before?? please help.. thanks

See Microsoft Knowledge Base Article Q172761 (http://support.microsoft.com/support/kb/articles/Q172/7/61.ASP?LN=EN-US&SD=gn&FR=0). Probably, the wrong version of Inetcpl.cpl is installed in the C:\windows\system folder. Try deleting the file and then uninstalling and reinstalling the Internet Explorer. If that doesn’t work, the file will have be extracted from the Windows or IE cab files. Larry
