Networking ME & Win98

I have a DSL connection, i would like to share with my ME computer. Can I set up Win98 as the server to the ME computer using a hub?
Can I get a router to eleminate having the server run all the time?
Additionally, with or without the router, will both computers be able to be on the internet at the same time?
