Missing Network Neighborhood

I have been given the oppertunity to set up a small peer to peer network at our office. 11 computers, 2 printers with a Linksys 10/100 hub. I have never set up a network before so I'm trying to ease into this. At this point I have 3 computers and a printer, using an Axis 5400 print server, up and running on the network. The problem is that PC1 does not have the Network Neighborhood icon anywhere. I know PC1 is operational because I can see this system from PC2 and PC3 and can copy files back and forth. Also I can send stuff to the printer from PC1.
My questions are: How do I get the Network Neighborhood icon back on PC1? I've tried going to Control Panel, Add/Remove Programs, Windows Setup but there is no option to add Network Neighborhood. Do I even need Network Neighborhood? Is this just an easier way to perform some action that is available somewhere else? If so how do I access other computers without Network Neighborhood?
PC1 is a Pentium 233 w/ W98, 96 MB RAM, a Netgear FA311 PCI NIC and IE 4.
Any help would be appreciated.

Larry,
PC1 does ask for a logon so I followed your first link, which led back to a Microsoft KB article. One of the suggested items to look at was if TweakUI had been installed. Sure enough I had put that on several months ago, played around with it, and then forgot I had it installed. To solve the problem all I had to do was reenable Network Neighborhood in TweakUI. What's that saying about a little knowledge...?
