Error msg when using ICS Wizard in Win98SE

I'n trying to set up internet connection sharing over an ADSL connection (Mindspring) between two home computers. I have two ethernet adapters installed on the host, one on the client. The ADSL connection when installed on the host sets up two adapters in the Network Properties. One for the NIC itself, and the other for a PPPoE adapter (from NTS Enternet 100.)

When I try to set up ICS, the wizard launches, but when I get to the screeen that says in effect "you will now choose the network connection.." and hit "Next", I get the error message "You are restricted from running the internet connection wizard. Contact your Network Administrator for more information." I have checked the contract with Mindspring wb site and the Enternet 100 help; everything indicates that I can use ICS with the DSL connection. If I proceed with the setup, I wind up with a live DSL connection, but the routing apparently doesn't work because I can't get to any URLs.

Any ideas?

Microsoft: "ICS may not function correctly with some DSL connections if the ISP uses a Point-to-Point Protocol over Ethernet (PPPoE) adapter, because these virtual adapters may not be recognized by ICS." Suggest buying a router (http://duxcw.com/digest/Reviews/Network/smc/smc7004br/smc7004br.htm) or SyGate (http://duxcw.com/digest/Reviews/Network/smc/smc7004br/smc7004br.htm0. The router is by far the best choice and costs about $100. Larry
