No File and Print Sharing option

I have been attempting to network my two PCs one Win 98 and the other Win 98 second edition as instrcuted in the how to guide on this site.
The Win 98 desktop with ethernet card is fine, however the laptop with USB ethernet connection and win 98se I do not have the option to go into File and Print sharing. Under Primary Logon I do not have that option. Why is this?
