My computer, running Win ME, will start off, after being restarted at about 90 - 92% resources. The list that comes up as running is Explorer, Mhotkey, Navapw32, systray, and devldr16. After I have been on the computer awhile ( an hour or so) the mouse begins to get jerky and when I check the resources they were down to 82%, the additional programs running (from the close program window) were qbdagent, mrtmngr, and winmgmt. I thing the qbdagent is from quickbooksand I am currently trying to figure out how to turn it off. I haven't found how yet, I have found some info on it which says it should not slows anything down.
