Question about power supplies

I have a questions about power supplies. If you have a power supply and don't have anything connected to it and you plug it in, the fans should come on shouldn't they?

An AT power supply will, an ATX will not unless plugged into the motherboard. There is a way around it. You need to connect 2 wires. Here are instructions.
