Can't download from the Internet

I have an HP Celeron 400 MHZ with Win98 Second Edition, Office 2000, and Internet Explorer 6.0.
I can not download from the internet or through AOL 6.0. Whenever I try, in either program, my browser goes immeditely to a blank page with a small .gif figure in the top left.
I am never presented with a "do you want to open or save this file" dialogue.
Any help would be appreciated - e-mail is working fine. I have Norton Anti-Virus 2001 and also share a cable modem with this computer as the gateway - the client downloads fine.

Hmm try right clicking the link and do save target as, should bring up a save as prompt. I'm thinking its opening that .gif and loading it onto the browser instead of saveing it.
