modem seems to hang?

Hi there....does this sound like a software ot isp problem to you?
Sometimes when i connect to the net through my 56k modem it just hangs.....it dials up and the two little computers appear but nothing else happens...when i try to open my home page it says im not connected ..like wise if i try to use msn messenger.
when i look at the bytes sent and recieved it says like 400 or something for each and just stays that way....
Usually i can just disconect and reconnect again and everything will be fine bit sometimes it takes a good four or five times to get it.
Any Ideas?

ISP. It could be other things, but "sometimes" is normal for even the best of ISPs from my experience. You should be able hear your MODEM and the handshake noise. Some listening experience may indicate something not completing correctly. Noise in the phone line may be causing a problem. Listen for it on an ordinary phone.
