Can't open port!

I am new here and hope someone can help me. I have installed a A-Open FM56-H modem and when I check it I am told "Can't open port". It is installed on Com 3 checked for conflicts and there are none. When I go to the device manager and click on modem then properties I get a message that says " can't read port in registry" wow, can anyone help?

Possible i can:
Reboot Windows into Safe mode.
go to the Device manager.
Click on the topic with Ports.
Delete ALL ports in it.
Delete also the modem and all the related topics in there.
Then, restart and let Windows reinstall the ports.
After that, Reinstall the Modem.

Thank you Victor for your response. I finally resolved my problem. Windows kept asking for a PCI serial controller and I didn't realize that it meant my modem! Live and learn. I thank you again for you help.
