CD rom support with bootable disk

Hai,
I am trying to format my hard disk and I have windows 98 bootable folppy disk. Initailly I formatted my C drive and then restarted the system with bootable disk. I selected CD rom supprot and when I place the win98 cd in the drive and try to load win98, it is giving -- drive not ready,abort,fail -- error. I tried with another normal CD which contains programs files the I am able to see the CD contents.
Even I tried with win ME cd, I have got same problem as I get with win98 CD. When I try to read the CD ,cd drive is spinning and I am able to hear the sound.
What might be the problem for unable to read contents of all CDs.

The Win 98 bootable floppy probably does not have a CD-ROM driver that is compatible with your CD-ROM drive, or the CD-ROM drive is defective. See if http://duxcw.com/faq/cdrom/cdrom.htm helps you solve the problem. Larry
