No Quick Launch on Win NT Task Bar

I recently had to replace the hard drive on my workstation. It was preformated and loaded with NT. But evidently whoever loaded NT to the drive did not set it up with the toolbar in the properties of the taskbar which allows me to select quick launch as an option. Any idea how I may add the toolbar back into the properties for the taskbar?

Been there, tried that. Searched registry for that entry but it was not found. I was hoping someone else might have had another option. Thanks very much though.
