RE CDRTC.DLL ERROR

Hi,
I am running on a WIn98SE, Pentium 266, 256ram.
When I start the computer I get this error
ERROR sTRTING PROGRAM
CDRTC.DLL file cannot open start
check the file to determine the problem.
I don't know what caused this error, please can you help me solve this problem.
