WinXP hard drive reformatting

I have two hard drives. On one is WinXP, the other has games and stuff.
The thing is I can't format the 2nd one because of two folders: RECYCLED & SYSTEM VOLUME INFORMATION.
Is there any way to delete those folders and reformat the drive?
(not from Windows)

Do it from the DOS prompt with a Startup floppy (http://duxcw.com/digest/Fromshop/software/windows/startup/startup.htm, http://duxcw.com/digest/Howto/software/windows/winme/startup/page1.html). I would remove the partitions with fdisk and start from scratch, especially if it is formatted for NTFS. http://duxcw.com/digest/guides/hd/rules.htm Larry
