loosing performance

I have a P4 1.7 geforce 32 128 rd RAM and a 40gig HD running win 2k NTFS.
After booting up and using the machine for 20 mins with only one app open the computer becomes noticeably slower, the HD is not even quater full and has just been defragged it also takes a long time to startup. I use the same apps at work on a much lesser spec computer and never looses performance like this. I previously had a P2 which acted in similar ways .Could this be a overheating problem (location)or mains power perhaps.
