Check the power cord and make sure it is plugged into a live outlet and that it is fully plugged into the computer. You could have a bad power supply. The next step, after feeling if the fan is working, would be to open the case and see if the power supply works when all of the power cables are disonnected from the drives and motherboard. If it is An ATX power supply, you will have try it on another machine with an ATX power-on switch. Is the power-on cable going from the front panel to the motherboard connected?
