Because you have FAT16 installed on the drive instead of FAT32 and 2 GB is the maximum partition size avaialable for FAT16. FAT = file allocation table = MD-DOS and Windows older than OSR2 (see http://duxcw.com/digest/Howto/software/winver.htm and http://duxcw.com/digest/Howto/software/windows/upgrade/intro.htm) Come back if you need more help.
