I haven't seen this problem before. It could be caused by a corrupted Windows registry, but that is a guess on my part. I would recreate short cuts to the programs. Click Start, Setings, Task Bard & Start Menu, Start Menu Programs, Advanced, and Open the Sytem tools Menu. Click File, New, Shortcut, and Browse to one of the three programs you are missing and repeat for each:
C:\WINDOWS\TUNEUP.EXE C:\WINDOWS\DEFRAG.EXE C:\WINDOWS\SCANDSKW.EXE
