If you have the full version of windows 98 (or the OEM version), go into your motherboard's CMOS Setup and see if you can set it to boot from the CD-ROM drive. If so, set it that way, put your Windows 98 CD in the CD-ROM drive and see if it boots. If it does you can install Windows 98 on a bare drive.
