System locks during boot with second HD installed

The sys specs are below.  When I install a new hard drive the systems hangs during boot up.  When I unplug the cable to the second drive it works fine.  This is true for both an ide drive connected directly to the mother board and a SATA drive connected via a PCI SATA card.  When I install the drive I'm able to partition it and format it using the disk manager tool and then copy files to it.  But when i shut down the system won't boot up.   The main drive is a Seagate 120 GB Barracuda set up as the master on IDE 1. The new drive is a WD SATA 1TB via a PCI SATA card.  But I had exactly the same problem when I installed a second Seagate 120gb barracuda as the slave on IDE 1.

The BIOS setting is set for HD 0, then CD drive, then HD 1.  I have suspicion that it may be the Boot.ini file (below)

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional" /noexecute=optin /fastdetect

All patches and updates are current.

Any help would be greatly appreciated.  I have a brand new 1TB drive that is going to waste.

 Many things would come to mind if I were troubleshooting this problem. You said you are using a PCI card ? Did you contact the maker of the card and tell then about your problem ? Are there any yellow marks in device manager ? or maybe something that shows up other devices ?

 Have you tried another card ? moved it to a different PCI slot ?
You could always buy a hard drive external enclosure and use the SATA 1TB with a USB cable. tdee

I'm pretty sure it is not the card.  I had exactly the same problem with a different drive installed as the slave to the master on IDE 1 before the PCI SATA card was installed.  It seems to be something that hangs the boot up any time there is ANY second drive installed.

And no yellow checks.  The SATA card is installed OK.

And the drive worked fine before I shut down.  Same with the other drive installed as the IDE 1 slave.

So it will be just the two HD's?  OK I'll give that a try but it may be awhile before I can get to it.  I'm going to be away and will try it when I return.  I'll report back on the results.
