Have a Toshiba laptop here and the battery won't charge. I've tried replacing the power cord (and adapter) and bought a new battery, but the batteries will not charge.

Is there a component on the motherboard that has likely failed and is it user serviceable?

Does it power on at all with either battery?  Can you charge one of the batteries in a similar machine to determine this?
If that works...
Could be a component on the board or even a bad solder joint for the board's connector for the adapter power plug.
I had one Lenovo where a voltage regulator was obviously burned (and you could smell that once opened up).
Bear in mind that parts are sometimes scarce (my favorite "discontinued, no longer available") and that there is a lot of SMT involved.
