Thanks for your query Larry. I did, I tried everything that has been mentioned in the form, plus I verified that the cryptographic services servece is started and I have also re-registered the Dll files and tried creating a new user profile to see if that worked. I think it must be unfixable.

Nothing is unfixable bud, it is just a matter of whether the way of fixing things suit our needs or not;)
Here is a summary of the problem troubleshooting routins:
Internet Explorer Cannot Connect to Secure Web Sites
There are a number of possible causes, which in turn have a number of suggested fixes.
You can test your ability to connect to SSL sites using this SSL test site.
Check Firewall/Network Configuration
Make sure that the SSL port (port 443) is open on your network/firewall (if you have any). There are many different Firewall/Network products, so we can't give set-by-step instructions. Check the documentation or help file of the product you use.
Verify that Internet Explorer Is Using 128-Bit Encryption
To check:
In Internet Explorer, on the Help menu, click About Internet Explorer
The level of encryption on your computer appears next to the words Cipher Strength. Verify that the Cipher Strength value appears as 128-bit
If the Cipher Strength is anything less then 128-bit, download the Internet "Explorer High Encryption Pack" to your computer's hard disk, and then install it.
Delete Temporary Internet Files
There's also a possibility of some corrupted files in your Temporary Internet Files (TIF) storage. To clear these:
In Internet Explorer, on the Tools menu, click Internet Options, and select the General tab
Under Temporary Internet files, click Delete Files, and click OK when you are prompted to confirm the deletion
Configure Internet Explorer Security, Content, and Advanced Settings
Configure Security settings for the Trusted sites zone in Internet Explorer:
In Internet Explorer, on the Tools menu, click Internet Options, and select the Security tab
Select Trusted sites, and then click Default Level
Add the secure Web site you are trying to access to the Trusted sites zone. To do so, click Sites, type the address (URL) of the site in the Add this Web site to the zone box, click Add, click OK, and then click Apply
Clear the Secure Sockets Layer (SSL) slate and AutoComplete history:
In Internet Explorer, on the Tools menu, click Internet Options, and select the Content tab
Under Certificates, click Clear SSL State
Click OK when you receive the message that the SSL cache was successfully cleared
Under Personal information, click AutoComplete
Under Clear AutoComplete history, click Clear Forms. Click OK when you are prompted to confirm the operation.
Verify that Internet Explorer is configured to use SSL 2.0 and SSL 3.0:
In Internet Explorer, on the Tools menu, click Internet Options, and select the Advanced tab
In the Settings box, under the Security header, click to select the Use SSL 2.0 and Use SSL 3.0 check boxes (if they are not already selected), and then click OK
Verify that the Date and Time Settings on Your Computer Are Correct:
Because SSL certificates have an expiry date, if the date on your computer isn't correct, it may prevent you from connecting to secure sites. To verify that your computer is configured with the correct date and time settings:
Click Start > click Control Panel
Click Date, Time, Language, and Regional Options, and then click Date and Time
Select the Date & Time tab
Check to make sure that the date and time settings are configured to use the current date and time, and then click OK
Check the file integrity of the IE and Outlook:
Start>Run>scf /scannow (It might ask for the Windows CD to upload the corrupted files)
Re-registering the softpub.dll (dynamic link library) :
start—run—type “regsvr32 softpub.dll” (without quotes) and wait for the OK message; then try again.

Thanks for your help so far. All that info Hooded gave, I tried all that before I last contacted you. Appreciate your efforts on my behalf. Still can't access secure site. Read that item by you Larry, where you suggest doing away with Explorer 6, but I'm afraid if I try that, I'll be doing away with my list of favourites and all that.

bowj, you can export your favorites and cookies from IE, then import them back to the new installation of IE. Go to File in the top left of IE and go down to, "Import and export", and go through the wizard. Then do the same again to import them back again,

I have been having the same problems and have tryed everything that has been suggested. Finally I uninstalled my Nortons Personal Firewall and everything works perfectly now.

I had this problem when I could not access the secure area of my banks' website. Bank IT were no help at all, so I called my ISP - who told me I couldn't access secure sites with broadband so I would have to use a dial up modem - RUBBISH. What I did find out was that in, IE, go> TOOLS>INTERNET OPTIONS> delete cookies, delete files ( and remember to check the box to delete all off line content). This worked straight away for me. I actually worked this out whilst I was on-hold with my ISP, it was then they came back to me to say it could be done! Who trains these people!

OK, Hooded Try this on for size. I was reading on this fourm about can't find server or dns error. I'v tried everything that you said. But when I tried to re- regester the softpub dill (regsvr32 softpub.dill) I get this stupid pop-up that say's "libary loded failed can't find modural" What next please!!!! P.S. I checked program files and the softpu.dill is there and intact.

this works. apparently if you have installed a customised version of IE6, (maybe from your ISP), then this file (regsvr32 urlmon.dll) is often missing.
Close all programs, go START>RUN and paste in regsvr32 urlmon.dll then ok, when this has succeeded all will fine. good luck

I'm a newcomer and have read (and APPLIED) this string of suggestions. So far they haven't worked, though my computer did not recognize START RUN <scf scannow.
The message I get from my ISP when it rejects my efforts to reach secured sites says I shopuld turn "check settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0."
Well, guess what: PCT 1.0 isn't even listed as an option. Is there a way to import this or another way to get around it?

My version of IE 6 on Windows XP with all updates installed does not have that option either. A search of Microsoft's knowledgebase with pct produces no results. So, I would conclude, that there is no PCT 1.0 option. As I have no problems with secure sites and no PCT 1.0 to check, I must also conclude that it doesn't matter (and your ISP might need a towel). Just to finish up --
I did a repair installation of XP and it did restore access to secure sites. It also restored the loading speed of my icons and my capacity to click on links in email, which had vanished.
So I'm as happy as a Luddite can be, and very relieved to know I don't need PCT 1.0

Hooded, I can't tell you how thankful I am... this same problem has been plaguing my computer for a year now and the whole family had to resort to laptops for doing just about anything. Your instructions were excellent, and I still can't believe it's over.
